What is the NEVI program?
The National Electric Vehicle Infrastructure (NEVI) program is a $5 billion federal initiative established under the 2021 Bipartisan Infrastructure Law to build a nationwide network of publicly accessible EV fast chargers along America's highways and corridors. States receive funding to contract with operators and technology providers who meet a set of federal minimum standards covering hardware, software, cybersecurity, payment, and data reporting, as detailed in 23 CFR Part 680.
NEVI covers up to 80% of the cost to acquire, install, operate, and maintain public EV charging, which makes it one of the largest charging infrastructure funding sources in the U.S. The program was frozen in early 2025 pending federal review. Access was restored after a federal court order and new interim guidance from FHWA in August 2025, and states have been resubmitting plans and reissuing RFPs since. That August guidance also widened where the money can go. Once a state finishes the highway corridors NEVI originally required, it can now put remaining funds toward charging on other public roads, and the program now funds medium- and heavy-duty charging. For fleet operators, that is the opening: depot and corridor charging for trucks and vans can now qualify for NEVI dollars that were previously locked to passenger-vehicle highway sites.
